Monika,
I would NEVER allow a buyer to dictate my shop policies. We accept PayPal and USPS money orders. It is not your fault she can't use her PayPal account. I'm beginning to wonder if she even has one. There is also no way I will believe that within the past month she has been unable to get to a bank, post office, or anywhere else to be able to send you a payment. I would have flat out told her NO about opening an Amazon account just to accommodate her.
As for payment for custom made orders. We learned years ago never to buy materials for custom orders until we have the payment in full. At first we took 50% down. But too many times we take that money and buy the special items they wanted. Never failed that a week later, they changed their mind and wanted to cancel the order. We changed our policy that not only was 100% required down, but there would also be NO refunds once the work has started. The boots and moccasins are made to the tracings of the buyer's feet. The chance of someone else being able to wear that identical size if slime to none.
I would definitely send it with all precautions to protect yourself. Insured, signature required, etc. If she's this rude now, I'd hate to see what she'd be like if something went wrong.
Just thought of something. Wonder if she's not home when they try to deliver, if she'll pick it up at the PO, or just have it sent back. I have a very uneasy feeling about this whole transaction.
